What exactly are credit hours for in college?

I get so confused. My associates degree only requires me to have 63 credit hours. I have changed my major more than once and have acquired 55. After this semester I will have a total of 64 credit hours so what does this mean? Am I eligible for graduation or are they just sort of a guideline? I am so confused.
